Do wheelchairs need to be strapped in place while on the public bus?
Don’t wheel chair users have to use the safety straps to keep themselves from rolling around? When the bus is crouded it seems to dangerous to have them rolling around or possibly tipping over… I see all the safety devices available, but no one uses them? If anyone can link me to some official website that says yes/no on this topic, that would be lovely.

Whether or not required depends on where you live, and then there is the problem of enforcement. Do you want your officers to write tickets to wheelchair users, or to go onto other more pressing concerns?
Any wheeled device should be secured to prevent rolling when a vehicle is in motion. That is only common sense, and includes strollers and shopping baskets.
